Resolution:
Oracle triggers cannot push messages directly to EMS server. Only EMS APIs can push the messages to the EMS servers.
You can think of ways to write an application that pushes to messages to the EMS server while oracle trigger happens,. But without EMS APIs, it cannot be done.
