Resolution:
As per the current design of the EMSA Disaster recovery, we cannot failover a single instance from Production to a DR site. This is because the likelihood of failure of an instance alone is very low and would likely be due to configuration issues. Either a network outage or a disk related issue impacts both instances in the production site. We have to failover both Instances from Production to the DR site.
