Resolution:
Tomcat has built-in detection of some cases of Permanent Generation memory leaks because the ThreadLocals have not been cleaned up.  If you frequently restart the Administrator, some threads are not released. The message is coming from Tomcat which is used by TIBCO Administator. The message is benign and will not affect BW applications.
