Resolution:
To display the timezone drop-down in the calendar widget:
1). In the User page (Administration/User Accounts) there is a drop down menu named TimeStamp format.
2) Choose YYYY-MM-DD HH:mm:ss.S vs. YYYY-MM-DD HH:mm:ss.S z
