No, you cannot install EMS or RV on top of SELinux. SELinux has two major components on your system. There is the kernel mechanism which is enforcing a number of access rules which apply to processes and files. Secondly, there are file labels : every file on your system has extra labels attached to it which tie-in with those access rules. Run ls -Z to see this. The best workaround would be the following:

1).  Install RHEL or any other base linux
2).  Install TIBCO EMS or RV and then
3). Apply security harden with SELinux.
