During a graceful shutdown, the EMS server sends out a shutdown event to the
monitoring client. A potential cause for the client not receiving the message is that the client disconnected from the server before receiving the monitor event.
The shutdown event is for convenience only and should not be used to reliably monitor a server shutdown since the message might not be generated if the server is shutdown improperly.  Using the server log file is the only way to monitor this reliability.
