Resolution:
The cause of the problem is either icconfig.xml is missing or the file is an invalid XML file. To verify that the file is correct bring up in a browser. That will validate the .xml. In one case it was found the ending tag '/' was left off of the IC_SERVER_GROUP end tag.
If no icconfig.xml file exist take one from another installation. You will need to correct all paths and most importantly the Server Name begriming tag (the line that has id=xxxx) and ending tag.
