Gateway Server does not start up when using Public Smart Routing in BusinessConnect

Description
When using the BusinessConnect Gateway Server in an environment where Public Smart Routing is used and configured, the Gateway Server will not start. The observed symptom is that the GS times out on an RV message after 60 seconds (the default timeout) during startup.
This can be caused by the lack of an interior server being a member of the "No matching rules" cluster in the Smart Routing configuration map. The GS server publishes on the default subject that matches this cluster

Resolution
Make sure that there is at least one BC Interior Server engine defined in the "No matching rules" cluster, and this engine should be in a "Running" state prior to starting the GS engine.
Issue/Introduction
The Gateway Server does not start up when using BusinessConnect. The GS quits after 60 seconds with an RV timeout.
