Resolution:
- set Encoding = ibm-923, in the general option panel (with designer) or specify adb.encoding in the tra file
- set Encoding = UTF-8 in the repository
- set the env variable TIB_ICU_DATA = C:\TIBCO\adapter\adb\4.2\bin
- set the NLS_LANG = AMERICAN_AMERICA.WE8ISO8859P15 in the windows registry as per Oracle manual
