Resolution:
In order for the Engine to successfully login as another user and create a process as that user, the group of the user account under which the Engine is running must have the following privileges set:
SeTcbPrivilege - "Act as part of the operating system" -
SeIncreaseQuota - "Increase quotas" -
SeAssignPrimary - "Replace a process level token"
