The designer uses the installshield API to query for the installed adapters and requires read/write permissions not only on the vpd.properties file but also the folder they are present in.

The workaround for this issue is to provide read/write permissions on the C:\windows folder to normal users; the Windows userid with which you logged in to the system.
An alternate workaround is:
Please copy the vpd files("vpd.properties" and "vpd.properties.tibco.&ltmachine name>") to the user home directory.
For example if the user is "testuser" the above mentioned files have to be copied to the following path: "C:\Documents and Settings\testuser" from "C:\Windows" folder.
