Can the same external ID be used for different concepts, or must it be unique for all object in working memory?

Resolution:
The external ID (extId) must be unique at any point in time.

And yes, the instance_of_conceptA@extId can be (re-)used as instance_of_conceptB@extId or any of the concept instances AFTER the instance_of_conceptA is deleted(retracted).

Note: A concept that has reached a final end state is NOT retracted from working memory automatically.
