Description
When using TIBCO Runtime Agent (TRA) 5.11.3 or 5.12.x, TIBCO Administrator is slow to start. Users may have to wait for a long time to see the first line shows on the console. This could be caused by JarScanner in Tomcat 9.

Resolution
To workaround this, users can disable Jar Scanner by adding/modifying JarScanner to below in file $TIBCO_HOME/administrator/domain/domainname/tomcat/conf/context.xml <JarScanner scanManifest="false" scanBootstrapClassPath="false" scanClassPath="false" scanAllFiles="false" scanAllDirectories="false"/>
Users can also update $TIBCO_HOME/administrator/5.12/tomcat/conf/context.xml so that new domains will have this automatically.
