Resolution:
In case of 'Send' method (Publication service), the moment adapter publishes the data; it sends a confirmation to the HTTP Agent, which in turn sends the http reply to Siebel and HTTP call in Siebel HTTP Business Service is released.
In case of SendReceive method, the HTTP call will be blocked till the adapter receives the reply from external application or the request times out.
