Resolution:
The vpd.properties is used to store information for the installation and upgrade of the product.  Multiple TIBCO products use this file.  Do not remove this file unless directed by support.

For IC 7.0 and earlier versions, there was only one installer for all
platforms and VPD was stored in .icvpd/${HOST_NAME}/vpd.properties

Starting IC 7.1, the installer was packaged per platform, and VPD was
stored in default ${USER_HOME}/vpd.properties.
