Resolution
The iProcess Engine 11.6.1 has not been certified/tested with an Oracle 19c database.
TIBCO supports the combination based on Oracle database backward compatibility.
The iProcess Engine 11.6.1 does not support the Oracle 19c client.
The iProcess Engine 11.6.1 must use the Oracle 12.1.0.2 client to connect to the Oracle 19c database.
The iProcess Engine does not support an Oracle Container/Plug-in database.
