GridServer Engine restarts running 32 bit service on 64 bit engine

Description
When a 64 bit engine receives a 32 bit C++ application to run, it will restart to load the 32 bit engine.
After it loads the 32 bit Engine, it will then restart again to load the library path for the 32 bit application.
The same steps also occur for the transition back to 64 bit engines.

Issue/Introduction
Running a 32 bit service on a 64 bit engine will cause the engine to restart twice
Resolution
This is additional clarification since the documentation lists both restarts independently; however, it doesn't make clear that both restarts would occur for the transition between 32 bit to 64 bit and vice versa.
