ConfigUI authentication mechanism cannot be restricted to use Strong Password Policy by modifying values in the *.tra file.

Resolution
ConfigUI authentication can be done either through LDAP or File.
Strong Password Policy enforcement can be done in the file or LDAP.
There is no "Register" option available through ConfigUI where a user can use a password of their choice.
