Instream and Translator $dir.ini not created with the TIBCO BC EDI Protocol installation

Description
After installing the prerequisite Foresight products (Instream and Translator), the TIBCO BC EDI Protocol 6.7.0 installation fails to process EDI documents. Investigation reveals that the $dir.ini files were not properly created in the Foresight Instream / Translator installations
The installation order is:
1) Instream 3.5.0
2) Instream 3.5.0 HF05
3) Translator 3.5.0
4) Translator 3.5.0 HF04
5) BC 6.3.0
6) BC 6.3.0 HF02
7) BC EDI 6.7.0
8) BC EDI 6.7.0 HF01
The installation order is:
1) Instream 3.5.0
2) Instream 3.5.0 HF05
3) Translator 3.5.0
4) Translator 3.5.0 HF04
5) BC 6.3.0
6) BC 6.3.0 HF02
7) BC EDI 6.7.0

Issue/Introduction

Resolution
This issue happens when you install just runtime and database. To resolve this issue, install all Instream and Translator components or manually create this file based upon the $dir.ini.template.
