Web. Once logged on you can find the hotfix under the Downloads
Menu:

EMS-7373:
Fixed a defect in which the $sys.meta file-based store could grow
indefinitely. This symptom could occur after clients had used
fault-tolerant connection URLs. This defect affected hotfix
8.4.0_HF-003 only.

Improved performance by servicing client connection requests in a
dedicated thread.
