Resolution

Follow the instructions below to enable the "Beta Use Unicode UTF-8 Worldwide language support" parameter on the  Windows OS to resolve the issue:

*Note: This parameter is new and is not supported on all Windows systems.

: Click on the Windows icon and enter "language"; select Language Settings
: Click on "Administrative language settings"
: Click on Change system locale
: Check the box: "Beta Use Unicode UTF-8 Worldwide language support.."
: Reboot your machine

The change only takes place after Windows is rebooted.

Confirm transfers are successful by retrying a transfer with double byte characters in the filename using pDNI.
