Remove then re-add the plugin .war files as per the following steps:
1. In the Admin GUI, click Application Management -> All Service Instances -> <machine_name> - TIBCO Administrator -> Plug-Ins tab
2. Remove the plugins HawkConfig, Hawk Console and Monitoring-Console
3. Restart the Admin server and Hawk Agent
4. Login to the Admin GUI, then go to the Application Domain and confirm that there is no Hawk Configuration or Monitoring Management
5. Re-add the plugins .war files (hawkconfig.war, allalertconsole.war, and monitoringconsole.war) from <tibco_home>/hawk/admin-plugins one at a time beginning with hawkconfig.war

Once the plugins are re-added, restart the Admin server, login to Admin and check
