Description
Some clients reported that after upgrading to Windows 2012, they noticed a significant "pause/delay" period in the performance of an RV sender application. One symptom was that sender "pauses" and then publishes the stored messages in a batch.
The issue did not just affect Java publishers as it seems the .NET RVD publishers running windows 2012 were also affected. In all example clients they could see that the delay was always in publishing responses. After running captures for longer timeframes they could also see the odd time where all the requests arrived late and together.
Resolution
This was traced to some known issues with Windows 2012 when using TCP loopback:

After clients applied the corresponding Microsoft updates to their Windows 2012 machine, the issue was resolved.
