The error indicates that one of the uploaded plugin war/jar files are corrupted.
For each plugin or software there plugin related war/jar files are uploaded into the TIBCO Administrator's tomcat.
If those uploaded war files get corrupted then this issue may occur, those files could get corrupted due to manual intervention, version conflict with other machines in the domain or if the OS temp directory is cleaned up or changed.
Another reason could be that the uploaded tomcat war file is fine but the repository is corrupted.

Resolution
Stop the TIBCO Adminsitrator and hawk domain services, then restart the Admin service, if it is a plugin corruption issue then it would re-upload the plugin to resolve the issue.
