Description
Prior to TIBCO ActiveMatrix BusinessWorks(TM) Plug-in for SAP Solutions 8.2.1, the CE runtime would default has the folder runtime/plugin/com.tibco.tpshell.sap.jco_3.0.8.002, this folder has no third party library file but it has necessary Manifest data to allow package be discovered by SAP Plugin runtime bundles in OSGI environment. Due to a change in installation guide, this folder and control files are no longer shipping with CE runtime package from version 8.2.1.

Resolution
User could Install the TIBCO ActiveMatrix BusinessWorks(TM) Plug-in for SAP Solutions Design time in a seperate environment. After installation, the 'com.tibco.tpshell.sap.jco_3.0.8.002' would be created at BW_HOME/palettes/sap/8.2/runtime/plugin/. User needs to copy this folder per the installation document:
"Copy the com.tibco.tpshell.sap.jco_3.0.8.002 wrapper folder with the third party SAP libraries present in the bwce_home/palettes/sap/8.2/runtime, to the resources/addons/jars location."
Then user could complete CE Runtime buildpack following the installation document.
