Upgraded Jackson libraries to version 2.11.3.

When more than one external decision table was loaded and the inference agent was
restarted, only the last deployed decision table was loaded from the cache while
the others were loaded from EAR.

The global variable support for the channel and destination fields was not included
in the sample Kafka channel implementation for the custom channel API.

The TextSerializer code was not included in the sample Kafka channel implementation
