TIBCO BusinessWorks applications are in stand-by status but in log show "being deactivated"

Description
Normally when using Fault Tolerant engines the log shows "... started in backup mode" when it's in standing-by status. But sometimes the logs shows it's "being activated" first then becomes "being deactivated".
Issue/Introduction
When using Fault Tolerant engines sometimes a stand by application shows "being deactivated"

Resolution
When using Fault Tolerant engines, this is an expected behaviour because once the engine is started, it will load the process starter. The process starter for the stand-by engine will be disabled by default.
