After applying the 'TIB_tdv_server_8.3.0_all.zip' patch file over your existing Windows-based v8.2 (or v8.1 or v8.0) TIBCO Data Virtualization (TDV) installation, the subsequent execution of the \bin\cis_upgrade_patch.bat would normally restart the service automatically.
Instead, you see a "System error 5" as in this snippet example below at the tail end of the output.

This error indicates that you were not running the cmd session with Windows administrator rights.
