This hotfix can be downloaded directly from the SFDC Customer Portal Web UI.
1) Login to the SFDC Customer Portal Web UI.
2) Go to the Customer Portal Home, Click on the Downloads drop down menu -->Select Hotfixes
3) The Hotfix is stored under Available Downloads/ActiveFulfillment/2.1.2/hotfix-08
