Resolution
When an AS400/iSeries server goes down or a Data queue becomes unavailable, then do the following.
1). For outbound scenario, the adapter will always try to reconnect to the server if there is a connection issue.
2). For inbound scenario, the adapter will try to reconnect to the server for three times by default. The retry setting can be changed by specifying the "Retry Total". A value of '-1' means re-connection attempts will continue indefinitely.
