Closed Issues in 4.0.2_HF-14 (This Release)

AF-16479
The OMS server goes into an initialization state and orders do not progress.

AF-16159
The affinity inLink does not work after the first order line.

AF-15949
ROLE_USER is incorrectly authorized to move the planitem status from Execution 
to Error. 
Only ADMIN_USER should have this authority.

AF-15673
You cannot migrate global indexes to local ones when the indexes are created 
for unique constraints.
As a fix, a readme called convertSystemCreatedGlobalindexToLocalindex.txt is 
added at $AF_HOME/db/oracle/oms directory describing the conversion procedure.
