OSBZ-1849
Prevent repeated S6BKA022W & S6BTS000E messages

This fix introduces a new message in the DOB.

S6BKA050E BROKEN PEER CONNECTION DETECTED ________

  Source: DOB Query Task

Explanation: A peer server connection has been found in an unusable state and
will be cancelled. The incoming request will fail but subsequent requests will
  run on another peer connection.

Action: No action required unless this happens multiple times and you are
running out of peer connections. In this case you will need to recycle the DOB
and review why so many peers are being broken.
