Update June 13, 2019:
The issue has been addressed in a Windows Defender update, so if you encounter it, make sure to update Windows Defender.

To avoid this issue, prior to running the TIBCO Spotfire Statistics Services 10.3.0 installer, disable Windows Defender Real-Time Protection:
- Select Windows Start menu > Settings > Update & Security > Windows Security > Virus & threat protection > Manage settings
- Switch Real-time protection to Off. Note that scheduled scans will continue to run. However, files that are downloaded or installed will not be scanned.
- After the installation has been completed, switch the Real-Time protection On again.
