You can download Hotfix #4 from the TIBCO Support Customer Portal Web UI (https://support.tibco.com).
Log in using your username and password for the TIBCO Support Web page.

  SSES-1701 - High
  
  Updated EMS DLL library using TIBCO EMS Client v8.4.1 HF-003.

  SSES-1246 - High

  Change metrics for stress delay in trigger processing.
  Change the metrics (time & calculation) so that the stress delay value is
  always less than the value the ESB waits for.
  Currently internally the ESB will wait .5 sec before accepting more work
  from the ESB under stress conditions. The CICS delay should be no greater
  than .3 of a second to flush work out for triggers.
  This helps the overall work load allocation within Substation ES.
  

  SSES-1242 - High

  Change Delay value to adjust the ESB (RV) stress condition.
  Substation's RV ESB will wait for a longer period when in a stress
  condition to accept messages from the network so that any trigger processing
  that is waiting will receieve more time to flush out any messages before 
  accepting new requests from the network.
  The metrics for a UoW still remain in effect when there is no stress.
