SYBASE: Using isql, from the "master" database, execute the following command:
select description from sysmessages where error = <number>
MS SQL: Same as above.
Oracle:
As an Oracle user run `oerr ora <number>'. Run this at an UNIX prompt and
not in sqlplus.
