Resolution:
If no servers are running you will get a blank pull down menu.  Another cause of this is the server is running on non-default TIB Rendezvous settings.  To set these values bring up the "TIBCO InConcert Setup" tool and click on the "TIB/RV" button.  Restart the PC GUI and if the values are set correctly you will see any running InConcert servers.  Before running the "TIBCO InConcert Setup" it may be necessary to kill rvd on the local PC as it is running on the default parameters.  It may be necessary to kill rvd after setting the new TIB Rendezvous settings and before starting the PC GUI.

Lastly, in some cases you must upgrade the PC GUI to see an upgraded server.  For instance, TIBCO InConcert 7.1 server will only be visible from the PC GUI version 7.1 and above.  In most cases the InConcert server can be used by an older version of the PC GUI but in this case the internal protocol requires an upgrade to the PC GUI also.
