Resolution:
The installation guide cautions not to put license.dat in the $IC_HOME/licenses
directory. Where should it go?
Anywhere else preferably outside the $IC_HOME directory hierarchy.
The installation process will prompt for the location of the file and
copy it to the licenses directory.
