Description: InConcert reports that "portmapper is not running" even though
Noblenet portmapper appears to be running in Control Panel Services.

The problem arose in an environment with dynamic IP address assignment.
The customer hadn't logged into the corporate network and the machine
had not been assigned an IP address.  This caused the portmapper not to function, even though Control Panel Services listed it as "Started".    Once an IP address was assigned, the portmapper functioned, as did InConcert.
