Resolution:
Tru64 UNIX V4.0D does not support "pthread_mutexattr_setpshared", which is needed for RV 7.0. Tru64 UNIX V4.0F with current patches does support this. Also, RV 6.9 does not need "pthread_mutexattr_setpshared", so it can run on Tru64 UNIX V4.0D.
