Description

Resolution:
An RVRD disconnects and then creates a 're-connect' event for itself.  This means that it will attempt to re-connect some time within the first 15 seconds after the connection is dropped.  "Some time" depends upon when in the 15-second span of time between servicing events on the link, the event is queued.

The timeout on the connection attempt is 30 seconds.  If the connection fails, it will try to connect after the next timer (that tests the link) fires.  The time could be anywhere from one to 45 seconds; depending on how and why the connection attempt failed.  If it was a timeout, it could be anywhere from 30 to 45 seconds.  If it was rejected, it could re-try almost immediately and then re-try every 15 seconds thereafter.
