Resolution:
You may specify the path for your rulebases in the hawkagent.cfg -config_path option on UNIX, or the Config Path in the TIB/Hawk Configuration Program on NT, with the Manual button checked. These rulebases are not automatically loaded by the agent, but are available for loading either when specified in a rulebase or are loaded interactively using the display.
You can also use repository to store/load your rulebase, please refer to TIBCO Hawk admin guide chapter 5 for more details.
