Resolution:
For 3.0 and earlier releases, the Siebel Adapter Agent can only be installed with Siebel thick client. Starting from 3.2 release, the agent can be installed either with Siebel Server or with Siebel thick client. For Siebel thin client environment, the adapter agent should be installed on the Siebel Server side.
