Resolution:
1. Please check that you are not using a hawk flavored license. Remove the .tkt file from the hawk/bin directory. Make sure your permanent license is being used.
2. Make sure that there is not an existing session on the same port as the hawk session you are trying to start, or kill all the rvds in the system first before starting the ActiveDB agent.
