Resolution:
The publishing Agent component is not available in the 5.x versions of the Adapter. In 5.x adapter, there is no intermediate Agent component between Siebel and Publication Service. Siebel Application directly send a HTTP Request to the Adapter.
For Siebel Adapter 4.2.1 version, the Publishing Agent can be started directly from the Siebel workflows provided the Publishing Agent is registered with appropriate parameters.
