Resolution:
This message is typically generated when TIB/MessageBroker or another TIBCO product is open and connected to the repository instance you are trying to access via XML Authority. When TIB/MessageBroker or other products are connected to an instance, the instance is locked from access by other applications.
Alternatively, make sure you are clicking the Open button instead of just typing 'enter' on your keyboard.
