Resolution:
By default, Oracle client is required in Siebel Tools' installation. However, if you do not use Oracele database at all, here is the trick to get around this.
- copy the siebel tools install to your local drive
- alter the siebel.ini by changing 'OracleClient=mandatory' to
'OracleClient=optional' under the [Prerequisites] section
- install from the local drive
