Resolution:
If you encounter "fatal error...", it is most likely because of a classpath problem. A likely cause is that the classpath is too long.
If so, you have 2 ways to solve the problem:
1. Shorten the classpath to less than 256 characters long.
2. Modify the adbconfig.bat; don't use classpath in that file at all - put all the needed jar files in the adbconfig.bat.
