Resolution:
The 3.x Siebel Adapter requires installation of TIB/Rendezvous Version 6.x with 5.x legacy application support package. You need to set this environment to point to the location of RV 5.3 JAR files, for example, by default of RV installation, you can point it to "C:\tibco\tibrv\java".
