Resolution:
All of SDK's time-related parameters are in milliseconds, except for the discovery time for the Repository. For example, 1000 = one thousand milliseconds = one second.
This is in contrast to RV time-related parameters. In RV 6 and 7, all time parameters are specified in floating point (i.e. second.millisecond) format. For example, 1.0 = one second.
