Resolution:
The Business Event Designer uses the Siebel COM Data Server to logon to the Siebel Database (Oracle) via the ODBC Data Source setup upon Siebel installation. In other words, if the Siebel Thick Client starts up properly on the machine, Business Event Designer should start as well.

Install Siebel Thick Client along with the sample database on the same machine where the Siebel Server is installed and make sure that Siebel Call Center or Siebel Communication start up before using the Business Event Designer. It will also be wise to re-install the TIB/Adapter for Siebel since there are a series of installation procedures that relies on the Siebel Thick Client installation path.

Also, the sample database is highly recommended to be installed since all the examples supplied by the adapter work around it and is essential in order to get started with the Siebel adapter.

Typically, only the Agent component of the Siebel adapter should be installed on the Siebel Server machine for the purpose of generating publication request and the other adapter components plus the Business Event Designer should reside on Siebel Thick Client machines.
